Developing the full potential of life through the unfoldment of higher states of consciousness in every student

Maharishi spoke to students in Switzerland, in 1974, about the third goal of the World Plan: To realize the highest ideal of education.

Over the three decades since this talk was given, the goals and activities of the World Plan have grown and evolved to become the programmes of the Global Country of World Peace to create enlightenment for every individual and invincibility for every nation.

In the 1974 talk for students, Maharishi explained that the purpose of education is to educate a man to not make mistakes. ‘Education should inspire right, evolutionary, and fulfilling action,’ Maharishi said.
‘Education should inspire everyone to develop higher states of consciousness and live spontaneously in accordance with all the Laws of Nature.’

Maharishi explained that knowledge is different in

different states of consciousness. From the Science of Creative Intelligence we know that there are seven states of consciousness*. The ideal of education is to raise the student’s consciousness to the seventh state of consciousness, in which knowledge is complete, so that he lives life from that highest level.

The Science of Creative Intelligence develops higher states of consciousness in a systematic, scientific manner.

‘Experience during the Transcendental Meditation Technique shows that the fourth state of consciousness is non-changing, unbounded intelligence, pure existence,’ Maharishi said. ‘As the fourth state of consciousness rises to the fifth, one begins to maintain that unbounded awareness during activity.

‘All activity, thought, and perception take place through localized boundaries,’ Maharishi continued. ‘If the awareness is unbounded, then the flow of awareness through specific channels brings greater joy of experience. One lives unboundedness through every perception.’


‘Nowhere in the world has education been able to create an ideal man—a man who uses his total potential and lives unboundedness in his daily life,’ Maharishi said. ‘What has been lacking from education is the basis of knowledge, the study of intelligence, the consciousness of the student.’

The Science of Creative Intelligence provides this missing element in education. It gives understand and experience of the nature range and development of Creative Intelligence.

‘Creative Intelligence is responsible for the activity and evolution of the whole universe,’ Maharishi continued. ‘In Nature we see everything growing in a systematic, flawless manner, governed by the innumerable laws of Nature. The Science of Creative Intelligence brings experience and understanding of how to think and act spontaneously in accordance with all the laws of Nature.’

Maharishi said that every science has two aspects: theoretical to bring understanding, and practical to give direct experience. The Transcendental Meditation Technique is the practical aspect of the Science of Creative Intelligence.

Both experience and understanding culture a man’s awareness to live Cosmic Consciousness, which is an all-inclusive state of consciousness; it includes the relative, changing states of consciousness—waking, dreaming, and sleeping—along with the non-changing, absolute state of consciousness, Transcendental Consciousness.

‘The human nervous system has infinite, unbounded potential. Education should enliven the totality of the human nervous system so that one lives Cosmic Consciousness.

‘The Science of Creative Intelligence provides the experience of pure awareness to every student and thereby broadens his awareness. Once his awareness is broadened, whatever knowledge he gains becomes a part of his life. When consciousness, the basis of knowledge, is lively, knowledge is lively. . . . Unless this basis of knowledge is provided, education is without a foundation and knowledge will never be satisfying and complete,’ Maharishi concluded.

* Maharishi explains that beyond the familiar states of waking, dreaming, and sleeping are four higher states of consciousness—Transcendental Consciousness, Cosmic Consciousness, God Consciousness, and Unity Consciousness—each bringing a new dimension of deeper experience, knowledge, and fulfilment.
