During the Global Inauguration of Maharishi University of Natural Law for 108 countries, held at Mentmore Towers in England on 4 April 1982, Maharishi explained that knowledge is structured in consciousness. The full unfoldment of consciousness means the whole range of perception and experience should be lively—from the wholeness of the Self to the wholeness of the universe.
'This is Unity Consciousness,' Maharishi said, 'in which the holistic value of knowledge, the unbounded bliss of the Self, is always lively in one's awareness.'
In Unity Consciousness every thought, intention, desire, and performance is upheld by the infinite organizing power of Natural Law. 'This is the holistic value of knowledge in which we want to educate the entire population of the world,' Maharishi said.
'The integrated state of knowledge resulting from both the subjective approach of Vedic Science and the objective approach of modern science is destined to produce an integrated man, an integrated society, an integrated national consciousness in every country, and an integrated world consciousness.'
Veda is the expression of Natural Law within the Self. 'When the awareness goes beyond boundaries, it starts to be active in the transcendental state,' Maharishi continued. 'Being active, consciousness recognizes the details of its own structure, the Laws of Nature that make eternal silence lively within itself. From this unmanifest field of infinite silence, Natural Law expresses itself in specific patterns, which are the expressions of Natural Law recorded in the Veda.
'The full range of the expression of Natural Law is from seed to tree to seed again,' said Maharishi. 'Natural Law blossoms from a compactly contained state of eternal silence into differentiated values, an infinite variety of expressions, which evolve back into the compactly contained seed again.
'The holistic value of Natural Law sprouts from the Self as individual values: emotions, speech, action, and finally matter—the whole universe. This lively connection between the Self of the individual and the whole universe is responsible for creating mastery over Natural Law in individual awareness.'
The scientists of Maharishi European Research University and Vedic Pandits found that the knowledge of all disciplines of modern science is contained in seed form in one expression of Rk Veda, which is the expression of the totally integrated state of knowledge: Richo ak-kshare parame vyoman yasmin Deva adhi vishwe nisheduh yastanna Veda kin richa karishyati ya it tad vidus ta ime samasate—'The verses of the Veda exist in the collapse of fullness (the kshara of "A" in the transcendental field, in which reside all the Devas), the impulses of Creative Intelligence, the Laws of Nature, responsible for the whole universe. He whose awareness is not open to this field, what can the verses accomplish for him? Those who know this level of Reality are established in evenness, wholeness of life.'
Explaining this verse, Maharishi said that modern science has now reached that unmanifest, holistic value of Natural Law—the Unified Field—'in which all impulses of activity are the unitary transformation of the Unified Field of all the Laws of Nature. This is the level of Veda,' Maharishi said, 'in which all the Laws of Nature are lively and create the whole universe.'
Maharishi concluded by saying that the development of knowledge of the objective world, which has uncovered deeper, broader, more uniform laws underlying the great variety of creation, has paralleled the rise of understanding about consciousness as the unified basis of all the diverse expressions in creation.
'There is no greater power than Natural Law,' Maharishi said. 'The invincible evolutionary power of Natural Law alone can bind together the innumerable divergent tendencies in the family of nations and simultaneously lead them to a level of harmony and fulfilment.'
